COLIN MOORE received his Ph.D. in political science from Harvard University in 2009. His fields of interest include American political development, public bureaucracies, and the theoretical and historical analysis of institutional change. Dr. Moore's dissertation examined the acquisition and governance of overseas colonies after the Spanish-American War as a formative moment in American state development. He is also interested in the use of mass petitioning as a recruitment tool in the early American republic. As a Scholar, he plans to study the politics of veterans' health care benefits with a focus on the development and evolution of the Veterans Health Administration as a single-payer government-run health care system.
