Program applicants must have received a doctoral degree in Economics, Political Science, or Sociology during the time period noted below. Preference will be given to applicants who have not previously worked in the areas of health or health policy research.
At its discretion, the Foundation may make exceptions for qualified individuals with doctoral degrees in related programs provided that such individuals demonstrate proficiency in one of the three core social science disciplines just listed. Proficiency must be evidenced by the applicant's coursework, publications and letters of recommendation, and must be communicated clearly through the completed application materials.
- Receipt of Degree

Applicants must have received a doctoral degree, as noted above, after
January 2002 but no later than July 15, 2007. For those expecting to
receive degrees in 2007, all degree requirements must be completed by
July 15, 2007.
- Citizenship
- At the time of application to the program, all applicants must be U.S. citizens or have permanent residency status.
